Torquing a valve cover down through four small washers dimples the flange, and a dimpled flange is what starts the oil weep you keep re-torquing to fix. A hold-down clamp spreads that same load across a much wider footprint, so the flange stays flat and the gasket seals, and in this case it puts a red-inlaid bowtie on top while it does it.
